Know a thing or two about being annoying...?

Heading to sleep in hopes that our new downstairs neighbor will refrain from playing his bizzare Willy Wonka, Umpa Lumpa, WAY to loud bass music that actually reverberates our chests while in bed in the morning for day three! Is he learning the Tuba? Bass? It's the same song on loop for an hour... dum, dum, dum, dud, dud dud dud, dum, dum, dum aaaaaaaaaaaaahhhhhhhhg. LOL!
